1 - Ⅰ. 서 론 1. 연구의 필요성 및 목적 ◯ 4차 산업혁명 시대와 더불어 국내의 인력구조는 모방형 인적자본에서 창의적인 아이디어 를 만들어 내는 근로자와 기업가들의 능력인 창조형 인적자본으로 변화하여야 함. 하지만 제도적 인프라의 미발달로 인하여 창조형 인적자본과 함께 기술진보가 새로운 성장동력 이 되는 체제로의 전환에 성공하지 못함에 따라 인적자본 성장에 정체가 일어나고 기술진 보가 촉진되지 않으며 결과적으로 성장위기를 불러오게 되었음(김세직, 2016) ◯ 현 정부는 혁신성장을 경제 전략의 기조로 삼고 ‘초연결 지능화’, ‘스마트공장’, ‘스마트 팜’, ‘핀테크’, ‘에너지신산업’, ‘스마트시티’, ‘드론’, ‘미래자동 차’등 8대 선도 프로젝트를 정부 각 부처와 협업하여 추진하고 있음(혁신성장 포털. 검색 일: 2018.12.01.). 8대 산업분야의 발전을 위해서는 4차 산업혁명 시대에서 요구하는 창의 인재의 활용이 극대화 될 것으로 판단됨 ◯ 이처럼 4차 산업혁명 시대는 단순히 과학기술에 기반한 지식을 창출하는 것에 그치지 않 고 이를 보호하고 활용하여 새로운 일자리와 시장을 창출하는 부가가치로 전환시킬 수 있 는 역량을 지닌 창의융합인재가 핵심인재임. 따라서 창의적인 아이디어를 창출하고 보 호·활용할 수 있는 인재를 양성하기 위해서는 이를 자유롭게 발현할 수 있는 환경의 조 성이 우선시되어야 하며, 과학기술의 이해를 바탕으로 지식재산 창출, 보호, 활용에 관한 학습경험과 실무경험을 가진 지식재산 전문인력의 양성이 핵심임 ◯ 정부는 「제 3차 지식재산 인력양성 종합계획」을 통해 4차 산업혁명 등 글로벌 지식재산 환경 변화에 대응한 지식재산 고급 인재를 양성하고 창·취업과의 연계에 중점을 두고 추 진하고 있음. 또한, 신기술 분야 지식재산 서비스 인력 등 4차 산업혁명 대응 고급 인력을 양성하고, 청년창업가 대상 지식재산 실무교육 등 창·취업 연계 교육을 강화하여 향후 5 년 간 지식재산 인재 40만 명을 육성할 계획임(국가지식재산위원회, 2018.03.10.) ◯ 하지만, 국내 지식재산 전문인력의 수요·공급 및 육성(교육)현황 조사 결과 지식재산 전 문인력의 수요와 공급에 불일치 문제가 발생하고 있음. 1·2차 「국가지식재산 인력양성 종합계획」을 통해 조사된 바에 따르면, 향후 국내 지식재산 직종 인력수요는 연 2.0%씩 증가할 전망이지만 이에 부응할 지식재산 인력양성 체계는 여전히 충분치 못함(국가지식 재산위원회, 2016). 그리고 지식재산 관련 인력의 양적 확대는 이루어졌으나 고급 실무인 력은 부족한 상황이며 양성된 인력을 창·취업으로 연계하는 부분이 미흡한 실정임(국가 지식재산위원회, 2017) ◯ 또한 지식재산의 창출 역할을 수행하는 공공연구기관 연구자의 58.4%, 대학교수의 63%가 지식재산 관련 교육을 받아본 경험이 거의 없고, 대학(원)에서는 지식재산 전문인력을 양 성하기 위한 체계적인 커리큘럼이 미흡하여 공과대학 학생들조차 외면하는 상황임(국가 지식재산위원회, 2016). 특히 2017년 2월에 ‘발명교육의활성화및지원에관한법률(약칭: 발 4차 산업혁명 시대에 필요한 지식재산 분야별 전문인력 양성 방안 - 2 - 명교육법)’이 국회 본회의를 통과하여 2017년 9월 15일 부로 시행 되었고, 앞으로 다가올 4차 산업혁명 시대를 대비하기 위한 지식재산의 중요성은 커지고 있음에도 불구하고 이를 중추적으로 이끌고 나갈 전문인력과 양성 방안이 부재한 실정임 ◯ 한편, 고등교육기관에서 각 분야별 지식재산을 연구하고, 교육하며 현장에 부합하는 인재 를 양성하여 배출할 수 있는 기관이 부재하다보니, 지식재산교육은 단기적 차원과 정책적 인 차원에서만 진행될 수밖에 없음. 지식재산교육 선도대학 사업, MIP 사업 등을 추진하 고 있지만, 이는 일시적인 정책에 기반하는 추진 사업의 일환이기 때문에 중·장기적인 측면에서 자생적이고 자율적인 그리고 다양한 지식재산 시장의 변화에 능동적으로 대처 할 수 있는 지식재산교육, 지식재산연구, 지식재산인재 양성을 통합적으로 기획·수행하 는데 한계가 있음 ◯ 본 연구에서는 4차 산업혁명 시대에 필요한 지식재산 전문인력 양성 방안을 마련하기 위 해서 혁신성장과 미래 변화 구조의 관점에서 지식재산교육 패러다임을 고찰하여 지식재 산 전문인력의 역할과 양성의 중요성을 제시하고, 4차 산업혁명 시대의 지식재산 인재상 을 위해 지식재산 분야와 분야별 필요 역량을 도출하여 이를 기반으로 지식재산 전문인력 양성에 대한 수요조사를 실시함 ◯ 또한 국내의 지식재산 전문인력 육성체계 실태와 해외 지식재산교육의 현황을 조사하여 비교 분석하고, 이상의 연구 결과를 토대로 혁신성장과 4차 산업혁명 시대에 요구되는 지 식재산 전문인력 양성 전략 및 구체적인 방안을 도출함 □ 이 연구의 목적은 다음과 같음 ◯ 4차 산업혁명 시대에 필요한 지식재산 전문인력 양성 방안과 지식재산교육 패러다임을 혁 신성장과 미래 변화의 관점에서 고찰하고자 함 ◯ 4차 산업혁명 시대에 필요한 지식재산 전문인력 인재상을 도출하기 위해 지식재산 분야와 그 분야별 전문인력에게 요구되는 필요 역량을 도출하고 이를 기반으로 기업과 대학의 지 식재산교육에 대한 수요조사를 통해 시사점을 얻고자 함 ◯ 또한 국내의 지식재산 전문인력의 육성체계 실태조사와 해외 지식재산 전문인력의 양성 현황 분석을 토대로 4차 산업혁명 시대에 필요한 지식재산 전문인력의 양성 방안을 제시 하고자 함 Ⅰ. 서 론 - 5 - Ⅱ. 4차 산업혁명 시대의 지식재산 전문인력 양성 방안 고찰 1. 4차 산업혁명과 미래 변화 □ 최근 매스컴에서는 4차 산업혁명 대응과 국가 혁신성장 정책에 부합하기 위한 여러 가지 대 안을 주요 선진국과 비교하면서 이슈화되고 있음 ◯ 위대한 건축가이자 발명가이며, 미래학자로 불리우는 버크민스터 풀러(Buckminster Fulle r)는 ‘지식 두 배 증가 곡선'으로 인류의 지식 총량이 늘어나는 속도를 설명하면서, 19세 기까지는 인류의 지식 총량이 100년마다 두 배씩 증가했지만 1900년대부터는 25년으로, 현재는 그 주기가 13개월이며, 2030년이 되면 사흘마다 지식이 두 배씩 늘어나 지식의 폭 발적 증가를 가져올 거라고 예견함 ◯ 2005년 8월 Businessweek지는 앞으로 경제 패러다임 변화를 지식(knowledge)에서 창조성 (creativity) 중심으로 이동 강조하였음. 엘빈 토플러의 물결이론에서 수렵사회, 농업사회, 산업사회, 정보화 사회로 전환 제시에 따라 ‘창조할 수 있는 역량을 가진 인재’를 양성 하기 위해 각 국은 노력을 하고 있음 수렵 사회 농업 사회 산업 사회 정보 사회 창조 사회 농업혁명 (제1의 물결) 산업혁명 (제2의 물결) 정보화혁명 (제3의 물결) 창조혁명 (제4의 물결) [그림 Ⅱ-1] 기술혁명과 사회 경제 진화의 패러다임 ◯ 미국 오바마 대통령은 2011년 2월 경제 성장과 미래 경쟁우위 유지를 위해 정부 운영 방 식 개혁과 ‘창의성을 활용한 경제성장 전략인 미국혁신전략 보고서’발표를 통해 국민 의 창조성과 상상력에 투자하여 새로운 일자리와 산업을 창출할 수 있는 환경을 조성함. 특히, 창의적 아이디어를 창출하는 중고등학교에 대해서는 추가적인 학교 예산을 지원하 는 정책을 담아 실천하고 있음 ◯ 이러한 환경 속에서 가치 있는 지식을 창출, 보호, 활용할 수 있는 인재 확보만이 미래를 대비하는 유일한 길이며, 단순히 과학기술에 기반을 둔 지식을 창출하는 것이 그치지 않 고 이를 보호하고 활용하여 새로운 일자리와 시장을 창출하는 부가가치로 전환할 수 있는 역량이 가진 창의인재가 4차 산업혁명에서는 핵심인재가 될 것임 ◯ 창의인재를 학문적 관점에서 바라보면, 창의적 아이디어를 창출할 수 있는 인재 양성이 가장 기본이라 할 수 있으며, 이를 위해 창의적 아이디어를 자유롭게 발현할 수 있는 환경 4차 산업혁명 시대에 필요한 지식재산 분야별 전문인력 양성 방안 - 6 - 조성이 우선시 되어야 하며, 창의적 아이디어에 기반을 둔 과학기술의 개발과 이를 적용 한 연구인력의 확산 등을 위해 글로벌 지원인력 등의 양성에도 큰 관심을 기울여야 함 ◯ 따라서, 창의적 아이디어의 실현을 지원해줄 수 있는 전문 컨설팅 인력, 어드바이저 (advisor), 코디네이터(coordinator), 액셀러레이터(accelerator) 등 다양한 전문인력의 양성 이 필요하며(손수정, 2013), 특히 과학기술의 이해를 바탕으로 지식재산 발굴, 보호, 활용 에 관한 학습경험과 실무경험을 가진 지식재산 전문인력1) 양성이 중요하다고 할 수 있음. 따라서 이
